    2025 national budget hoped to increase BEAM funding

    Harare, (New Ziana) – Expectations are high that the upcoming 2025 national budget will put more resources for the education of vulnerable learners under the Basic Education Assistance Module (BEAM), an official said on Monday.

    BEAM is a government programme introduced in 2001 to pay tuition, examination fees and levies for underprivileged learners. Currently, three out of 10 learners are benefiting from the facility.

    The programme has, however, been affected by under-funding, resulting in some schools going for more than two years without receiving Beam funds.

    “In the 2025 national budget, in terms of (the) education sector, we are anticipating that there will be the strengthening of budgetary support to BEAM so that it can cover more vulnerable children in our country,” Zimbabwe Early Childhood Development Network, policy coordinator Kudzayi Khosa told journalists on Monday.

    She said more funds should also be allocated to the Ministry of Primary and Secondary Education for the construction of more new schools.

    “Also with a shortage of over 2,800 schools in the country, we are also hoping that there will also be increased budgetary allocation to construct new schools and rehabilitating the other schools that may have been damaged by extreme weather conditions and also deterioration over the years.

    “Then in terms of education in emergencies, we are hoping that budget allocation is prioritized so that children’s learning is not interrupted in the event of an emergency,” she said.

    Khosa said the budget should also prioritise funding for the implementation and capacitation of teachers on the new heritage based learning framework. Finance, Economic Development and Investment Promotion Minister Prof Mthuli Ncube is expected to present the 2025 national budget on Thursday.
