    Zim govt approves USF regulatatory amendments

    Harare (New Ziana)-The Zimbabwe government has approved proposed amendments to the Postal and Telecommunications Act relating to the Universal Services Fund (USF), which it seeks to ensure best practices in its utilization.

    Information Communication Technology, Postal and Courier Services Minister Tatenda Mavetera presented the proposed amendments before the Cabinet on Tuesday.

    The USF is a pool of financial contributions made by all telecommunication operators in the country which is collected and managed by the industry regulator, the Postal and Telecommunications Regulatory Authority of Zimbabwe.

    Operators contribute a percentage of their gross revenues towards the USF with the understanding that it will be used to facilitate investments in areas such as remote parts of the country where they might neglect their efforts because of low business.

    Addressing the media after the Cabinet meeting, Information, Media and Broadcasting Services Minister Dr Jenfan Muswere said the amendment aligns with global best practices on the utilisation of the USF.

    “The amendment will ensure specialised expertise, operational efficiency, financial accountability, policy coherence and alignment with global best practices in terms of the utilisation of the Universal Services Fund,” he said.

    “These factors will contribute to the effective management and utilisation of the fund, ultimately supporting the goal of universal access to communication services in Zimbabwe.”

    Fielding questions from the media, Mavetera said the proposed amendments to the principal Act seek to enable the country to come up with a structure which is efficient in fully deploying USF, especially in rural areas.

    “We also realised that it is quite important for us as a government to also look at operational efficiency, also looking at how best we can also make sure that the resources within the USF will also be implemented and also be distributed efficiently. So for we are just looking at making sure that we utilise the USF quite efficiently and also see how we can then be able to also beef up the current USF board so that it is quite efficient,” said Mavetera.
