CHIREDZI – A meeting towards shaping the sugarcane sector unfolded in Chiredzi recently where key stakeholders gathered to discuss the Sugarcane Industry Development Strategy (2026-2035).
At this meeting, the Minister of Lands, Agriculture, Fisheries, Water and Rural Development, Dr Anxious Masuka, pledged tractors for farmers to support the upcoming farming season. This initiative aims to revitalise Zimbabwe’s sugarcane sector, a crucial component of the nation’s agricultural economy.
A key presence at the meeting was that of the CEO of the Zimbabwe Sugar Association, E. Kondo, who led a delegation of farmers, millers, refiners, and researchers. Senior representatives from GreenFuel and the Development Trust of Zimbabwe also attended, highlighting the collaborative effort needed to ensure the strategy’s success.
The Sugarcane Industry Development Strategy is rooted in the historical context of the Zimbabwe Sugar Industry, which dates back to the 1960s. The meeting emphasised the importance of the estate-outgrower support model that has positioned Zimbabwe as a leading producer of high-yield, low-cost sugar.
Critical issues discussed included:
Stakeholder contributions: The need for the inclusion of current and future stakeholders, like GreenFuel and Development Trust of Zimbabwe, to enhance the industry’s growth;
Value chain considerations: Recognising sugarcane as a strategic renewable energy crop and ensuring comprehensive attention to the entire value chain;
Capacitation and funding: Addressing the need for the capacitation of the Zimbabwe Sugar Association, issuance of title deeds to farmers, and access to structured funding; and
Regulatory reforms: Dismantling the monopoly of Tongaat Hulett and overhauling the outdated Sugar Production Control Act of 1964.
Bernadette Chipembere Tamba, Chairperson of the Zimbabwe Sugarcane Development Association, expressed her optimism regarding the development strategy. “We believe that with the implementation of this strategy, our sugarcane farmers will see improved productivity and profitability. The introduction of better resources, such as the promised tractors, will empower our farmers and enhance their ability to compete in both local and international markets,” she noted.
Local farmers are equally hopeful as Tawanda Moyo voiced his aspirations for the future, saying: “If this development strategy is implemented well, it could transform our community. With better access to resources and support, I am confident that we can increase our yields and improve our livelihoods. We need this support to uplift our farming community.”
Sarah Chikwanje also shared her thoughts, adding: “The pledge of tractors is a step in the right direction. If we can work together and ensure that this strategy is properly executed, I believe we will see a revival in the sugarcane industry, benefitting not just farmers but the entire community.”
The meeting was attended by prominent figures, including Masvingo Minister for Provincial Affairs and Devolution, Ezra Chadzamira; Deputy Minister of Energy and Power Development, Yeukai Simbanegavi; and Dr T U Wushe, Permanent Secretary representing the Minister of Industry and Commerce, Mangaliso Ndhlovu. Additionally, the ruling Zanu PF Party was represented by Masvingo Province chairman Rabson Mavhenyengwa, alongside local leadership from Chiredzi District.
