Harare, Zimbabwe — The Republic of Zimbabwe is honored to host the African Peer Review (APR) Panel of Eminent Persons from 1 to 18 November 2025, as part of its ongoing commitment to good governance, development, and regional integration.
Zimbabwe’s journey with the APRM began when the country acceded to this voluntary, mutually agreed self-monitoring mechanism of the African Union (AU) during the 29th Session of the APR Forum of Heads of State and Government held on 8 February 2020 in Addis Ababa, Ethiopia. The country’s participation underscores its dedication to transparency, accountability, and sustainable development.
In line with this commitment, the Cabinet of Zimbabwe approved the establishment of the National Institutional Framework of the Zimbabwe APRM on 19 March 2024. The focus for Zimbabwe’s review is on
“Economic Governance and Management,” aligning with the country’s broader vision of becoming an Empowered and Prosperous Upper Middle-Income Society by 2030, and reinforcing its strategic thrust on economic diplomacy.
Zimbabwe will undergo a Targeted Review conducted by the APRM Continental Secretariat, working closely with a designated Individual National Consultant and an International Consultant, both operating under the supervision of an Eminent Person appointed for this process.
The African Peer Review Mechanism (APRM) is a self-monitoring instrument voluntarily adopted by AU Member States to foster peer learning and accountability in governance. It provides a platform for countries to assess their governance performance, identify best practices, and address challenges collectively.
During this review process, the APRM delegation, led by Ambassador Aly El-Hefny, a distinguished Member of the APR Panel of Eminent Persons, will engage with various stakeholders across Zimbabwe.
The APRM focus group discussions (FGDs) will involve key stakeholders relevant to Zimbabwe’s thematic area of Economic Governance and Management, including:

• Provincial Leaders
• Traditional Leaders
• Private Sector and Business Community
• Non-State Actors
• Academia
• Media
• Youth Organizations
• Associations of Persons with Disabilities
• Civil Society Organizations

• Zimbabwe Council of Churches
• Muslim Community Leaders
• International Organizations and Development Partners
The delegation will visit selected areas across all ten provinces to engage with diverse economic players and gather comprehensive insights into Zimbabwe’s governance landscape.
This comprehensive engagement aims to promote transparency, foster dialogue, and ensure that the review reflects the realities and aspirations of Zimbabwean citizens. Zimbabwe’s hosting of the APRM delegation reaffirms its unwavering commitment to strengthening economic governance, promoting regional integration, and advancing socioeconomic development. The country looks forward to a constructive review process that will contribute to its development journey and enhance its standing within the African continent.
