Harare,  (New Ziana) – Zimbabwe is set to strengthen its human capital base through the newly approved Zimbabwe Global Skills Partnership Programme, which Cabinet has endorsed as part of efforts to drive national development and economic growth.

Announcing the development during a post-Cabinet media briefing on Tuesday, the Minister of Information, Publicity and Broadcasting Services, Dr. Jenfan Muswere, said the programme is designed to address critical skills gaps identified in the 2018 National Critical Skills Audit.

Priority sectors include science, technology, engineering, health, and agriculture, which government considers central to achieving the country’s development goals. Dr. Muswere said the initiative seeks to foster reciprocal international partnerships that will enhance Zimbabwe’s skills development ecosystem.

The model includes foreign Technical and Vocational Education and Training (TVET) placements, structured on-the-job training, and international exposure, creating what he described as a “world-class skills base” for the country.

“The Global Skills Partnership will not only provide opportunities for Zimbabweans to acquire advanced knowledge and training abroad, but will also ensure that these skills are reinvested into our economy through structured transfer mechanisms,” said Dr. Muswere.

One of the programme’s most notable features is its commitment to ethical recruitment, protecting Zimbabwean workers from exploitation while guaranteeing that their qualifications are recognised in partner countries.

This ensures fair employment opportunities and safeguards the welfare of citizens working abroad. At the same time, the programme is expected to help alleviate unemployment at home by creating avenues for under-utilised skilled youth to find meaningful work in global markets.

Beyond financial benefits, Zimbabwean professionals will gain exposure to advanced technologies, specialised training, and international best practices. On their return, the skills and experiences acquired will be deliberately channelled into national development priorities, strengthening the country’s capacity in strategic sectors while raising the overall skills levels across industries.

It positions Zimbabwe to tap into global opportunities while securing tangible returns for local development. Dr. Muswere said the initiative is yet another step in aligning Zimbabwe’s workforce with the demands of modern economies and reinforcing the country’s commitment to inclusive and sustainable growth.
