ABOUT ZWL 21 333 420.71 in Constituency Development Fund was used on 11
projects to upgrade the Beitbridge East constituency with these amounts going
mostly to improving schools.
Decisions on which projects were made by a committee comprising Beitbridge East
legislator Albert Nguluvhe, Senator Tambudzani Mohadi, Proportional
Representative Member of Parliament Metrine Mudau, and Technical staff from both
Municipality of Beitbridge (MOB) and Beitbridge Rural District Council.
In an update to a panel comprising Government Heads of Departments, Journalists,
Community Leaders and other stakeholders Nguluvhe said 11 projects had been
completed since he assumed office in 2018, although CDF funds were not disbursed
in some of the years.
Of the total ZWL 21 333 420.71 Tshabili Clinic in rural Ward 2 initiated in 2018
consumed ZWL17,378.51 for fence, supply and fix of a sluice set, construction of a
waste management zone, which is now complete.
At Kayanse Primary School in Ward 13, a total of ZWL8,697.50 was spent on
roofing a classroom block with all material provided and its status is now complete.
The project scope was to provide roofing materials of a classroom block," he said.
Some ZWL 3 053.05 was spent in Ward 5 on materials for a block of 10 squat toilets
at Lutumba Secondary School and the project was completed just like the Ward 3
Mandate Primary School project where ZWL5 045.80 was spent on buying materials
for toilets and classroom blocks.
Nguluvhe said the above projects were all undertaken in 2018 but no funds were
disbursed in 2019. A balance brought forward from 2018 was used to undertake one
quick project at Dumba, where a borehole was sunk in Ward 15 for ZWL3 200.
The borehole was at Chief Matibe and has since been completed.
In 2020 focus was on Tshabili Clinic in Ward 2, where the total spent is ZWL107
155.00 to supply water and sewerage reticulation materials. This has also since
been completed.
In the same year, the Vhembe Secondary School Laboratory project in Urban Ward
5 was allocated ZWL 80 913.00 to buy cement delivered at the school," said
Nguluvhe.

"In 2021 Malabe Clinic in Ward 1 received ZWL 1,577,677.85 for the construction of
an F14 staff house completed and at Mtetengwe in Ward 6 a Waiting Mothers

Shelter project received ZWL562 700 for 315 bags of cement for brick moulding,"
said Nguluvhe.
No CDF funds were received in 2022 and disbursement of the 2023 financial year
was received on March 4, 2023 and the Mtetengwe Waiting Mothers Shelter
received ZWL18 987 600.00 to buy materials for 16 shelters. The project is ongoing.
The Constituency Development Fund was established in terms of section 18 of the
Public Finance Management Act (Chapter 22:19) and its objectives are for purposes
of development and poverty eradication.
Nguluvhe said all projects undertaken between 2018 and 2023 were a result of
stakeholder consultative processes, including the Chiefs.
"The Procurement of goods and services were done in line with the Public
Procurement and Disposal of Public Assets Act (Chapter 22:23) and all monies
spent were audited annually, and projects verified by the Parliament’s internal audit
section," he said.
In most cases, CDF provided materials and local communities implemented,
ensuring sustainability of the projects, said Nguluvhe.
