    Plans must speak to development projects: Minister

    THE Masvingo Minister of State for Provincial Affairs and Devolution, Ezra
    Chadzamira, who was recently reappointed, has asked Government workers to take
    Government duties seriously and to entrench the spirit of partnership for the
    development of the province.
    Chadzamira was speaking to Government provincial heads and departmental
    leaders at a meeting on Wednesday – the first after he was sworn-in after the August
    23/24 harmonised elections.
    He said they should always empathise with communities and appreciate their needs
    and challenges.
    “To enhance inclusive participation of all stakeholders in the economy, heads of
    Government departments, must be agile and provide the requisite leadership.
    Participation in NDS1 Thematic and Technical Working Groups must be taken
    seriously and meetings timeously convened. Dereliction of duty in this regard will not
    be condoned, he said.
    “You are all directed to entrench the spirit of collaboration, partnerships and joint
    programming with stakeholders. Silo mentality and turf-wars have no place in the
    Second Republic’s administration.”
    He said departments must continue to enhance good corporate governance,
    entrench transparency and accountability as well as generating value for money to
    all citizens.
    “Informed by our devolution and decentralisation agenda, Government blueprints,
    programmes and projects must answer to the needs of households, villages, wards,
    districts and provinces. Provincial development plans must thus speak to our
    developed systems.”
    He said the various comparative advantages that the province has developed over
    the years must accelerate growth while enhancing the province’s competitiveness in
    scaling up the Government mantra of leaving no one and no place behind.
