Harare, (New Ziana) – The Government has taken a major step towards modernizing the country’s information and knowledge management systems, following Cabinet’s approval of the Principles of the National Library and Documentation Services (NLDS) Amendment Bill.

Information, Publicity and Broadcasting Services Minister, Dr. Jenfan Muswere, made the announcement during a post-Cabinet media briefing on Tuesday, highlighting the Bill’s focus on digitization and improved access to information across the country.

Dr. Muswere said the amendment follows a 2018 Cabinet decision which directed the absorption of some parastatals into ministerial departments.

As a result, the NLDS was incorporated into the Ministry of Primary and Secondary Education, a development that now requires legal effect.

“The amendment will ensure that the National Library and Documentation Services ceases to be a body corporate and formally functions under the Ministry,” he said.

Beyond the structural change, the amendment is designed to bring Zimbabwe’s library services in line with international standards and modern practices.

It will introduce digital technologies, digital preservation, e-lending, and virtual library services, all aimed at broadening access to knowledge and information.

“The reforms are not only about compliance with policy decisions but also about relevance in a fast-evolving digital age,” Dr. Muswere said.

He added that the new framework will strengthen the country’s ability to preserve its intellectual heritage while ensuring that citizens — including those in remote and rural communities — can access up-to-date resources through digital platforms.

The move reflects the Government’s commitment to modernizing public services and fostering a knowledge-driven economy, in line with Vision 2030 and the National Development Strategy (NDS1).
