MUTARE – The City of Mutare has officially appointed Blessing Chafesuka as the substantive town clerk, marking a significant step towards stability in municipal governance following the death of Joshua Maligwa in January 2021.

Chafesuka had been serving as the acting town clerk since last year and has now received formal confirmation of his appointment from the Local Governance Board in Harare.

In a letter dated October 28, 2024, the chairperson of the Local Governance Board, Steven Chakaipa, communicated the decision to Mutare Mayor Simon Chabuka.

Chakaipa noted that Chafesuka possessed a distinct edge over other candidates due to his extensive experience and exposure in municipal management, which made him the ideal choice for the role at the Civic Centre.

“After thorough deliberations and taking everything into account, the Local Governance Board was satisfied that Kapuya Blessing Chafesuka had a distinct edge above the other candidates in terms of experience and exposure. The Local Governance Board on Monday 15 April 2024 resolved through Resolution Number LGB 029/2024 and acting upon the powers vested in the Board in terms of Section 123 (e) as read together with Section 132 and 135 of the Urban Councils Act (Chapter 29:15) approves the appointment of Kapuya Blessing Chafesuka to the position of Town Clerk for City of Mutare and if he declines Zephania Chirarwe should be given the post,” read the letter.

Chafesuka’s appointment is expected to bring much-needed stability and continuity to the townhouse.

His leadership and experience are viewed as crucial in driving development initiatives and ensuring the smooth operation of municipal services. Community leaders and stakeholders have expressed their support for Chafesuka, recognising his commitment to enhancing the quality of life for residents of Mutare.

“I am honoured to accept this role and look forward to working collaboratively with the council and community members to advance our city’s goals,” Chafesuka stated.

He emphasised his commitment to transparency, accountability, and fostering community engagement as key priorities in his new position.
