HARARE — Zimbabwe Prisons and Correctional Service (ZPCS) Commissioner-General Dr Moses Cyril Ngawaite Chihobvu’s attainment of a Doctor of Science in Strategic Management has renewed calls for senior public sector leaders to turn academic knowledge into practical solutions that transform institutions.
Dr Chihobvu recently graduated from Chinhoyi University of Technology (CUT) and hosted a celebration at the Harare Central Prison Senior Officers’ Mess to mark this academic milestone.
The gathering brought together Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi; Deputy Minister Nobert Tinotenda Mazungunye; Permanent Secretary Vimbai Nyemba; senior officers from the uniformed forces; ZPCS provincial commanders; colleagues; former CUT classmates; family; and friends.
Rather than being merely a celebration of an academic achievement, the event highlighted the growing importance of continuous learning, strategic leadership and professional development in the public service.
Minister Ziyambi said Dr Chihobvu had demonstrated that advanced academic qualifications could be translated into meaningful institutional change.
“As your Minister, I am proud of what you have achieved as the Commissioner-General of the ZPCS. You have really set the bar high in terms of academic achievement, not only for those you lead in the ZPCS but for all of us in the Ministry,” he said.
The Minister challenged scholars to ensure that their qualifications go beyond personal achievement and contribute to tangible improvements in the institutions and communities they serve.
He said Dr Chihobvu had successfully applied his knowledge and experience to the transformation of the correctional service.
“Since you took over, the ZPCS has emerged from the shadows and is now arguably one of the most professionally run security organisations in our country,” said Minister Ziyambi.
He singled out the organisation’s efforts to change public perceptions about prisoners and the purpose of correctional services as notable achievements.
“Perhaps the most important achievement is how the organisation has corrected long-held stereotypes about prisoners and imprisonment, rightfully highlighting its role in the successful reintegration of former inmates into society,” he said.
The remarks underscored the changing role of correctional institutions, which increasingly extends beyond incarceration to rehabilitation, skills development and preparing inmates for productive reintegration into society.
Dr Chihobvu’s Doctor of Science in Strategic Management from CUT is a professional qualification designed to equip senior professionals with advanced knowledge and research skills that can be applied to real-world challenges.
His academic journey was also celebrated by his former classmates and lecturers.
Dr Dennis Nikisi, who supervised his studies, represented CUT at the event, while former lecturer Dr Leo Mataruka encouraged other senior officers to embrace lifelong learning as well.
Dr Alex Mapako, representing Dr Chihobvu’s fellow graduates, described the Commissioner-General as a motivator within the Class of 2026.
Tributes from colleagues, family and friends painted a picture of a leader whose commitment to education extends beyond his professional career.
His siblings recalled that, following his return home from the liberation war, Dr Chihobvu made education a priority. He ensured that his siblings had opportunities to pursue their studies while he built his own family.
The recollections provided a personal dimension to his latest academic achievement, portraying education as a value that has remained central to his life.
For the ZPCS, Dr Chihobvu’s achievement comes at a time when correctional institutions are increasingly expected to embrace modern management approaches, rehabilitation programmes and evidence-based strategies in addressing the challenges facing the sector.
