    City of Harare introduces new levies to fund infrastructure development

    Harare, (New Ziana) -The City of Harare has introduced three new special levies to fund its water infrastructure, emergency services, and public lighting.

    In a notice published on Thursday, acting Town Clerk Engineer Phakamile Moyo said the levies were approved as part of the city’s 2025 budget, which was passed on February 4 this year.

    “The tariffs approved include three Special Levies namely Water Infrastructure Levy, Emergency Services Levy, and Public Lighting Levy,” he said, adding the levies are charged in terms of Section 273 of the Urban Councils Act.

    The Water Infrastructure Levy will be charged to all properties connected to the city’s water infrastructure, with high-density residential properties paying $1 per month and low-density residential properties paying $3 per month.

    Commercial properties will be charged 7.5 percent of their water consumption while the Emergency Services Levy and Public Lighting Levy will be charged at $1 per rated property per month.

    The Public Lighting Levy aims to improve public security and reduce crime, particularly against women and night travelers.

    All special levies will be billed separately on the consolidated bill, and collections will be ring-fenced for their intended purposes.
