Harare, (New Ziana) – The Government has abolished the Road Access Fee, ending a long-standing charge on transport operators and motorists as part of measures to reduce unnecessary regulatory costs and improve the business environment.
The decision follows the promulgation of Statutory Instrument 113 of 2026, which was published in the Government Gazette on July 24. The new law formalizes the removal of the fee under wider reforms aimed at simplifying government levies and eliminating overlapping charges.
Transport and Infrastructural Development Minister, Felix Mhona said the measure reflects the Government’s commitment to making doing business easier while improving the efficiency of regulatory systems.
“The directive is part of the broader national effort to eliminate excessive administrative costs, streamline regulatory processes, and strengthen Zimbabwe’s economic competitiveness by enhancing the ease of doing business,” Mhona said.
He added that Cabinet had already approved a comprehensive review of fees charged by the Central Vehicle Registry, Road Motor Transportation, and the Vehicle Inspectorate Department. The review seeks to remove unjustified charges, duplication, or overlap with existing levies.
The Road Access Fee was introduced in 2009 before the country established a nationwide road tolling system.
Following the expansion of the Zimbabwe National Road Administration tollgates across the national road network, motorists continued paying both the Road Access Fee and toll fees, resulting in duplicate charges for access to the country’s roads.
