Government increases BEAM disbursements to ease pressure on rural schools

Harare, (New Ziana) -The Zimbabwean government has doubled monthly disbursements under the Basic Education Assistance Module (BEAM) from ZiG200 million to ZiG400 million in a bid to clear arrears and ease financial strain on rural schools, Finance Minister Professor Mthuli Ncube announced this week.

Responding to questions in the National Assembly, Prof Ncube acknowledged the impact of delayed BEAM disbursements on schools, especially in rural areas, and reaffirmed government commitment to resolving the issue.

“Treasury remains committed to resolving these issues to safeguard the learners’ education. So far, a total of ZiG2 billion has been disbursed under BEAM, which will clear at least 74 percent of the arrears by December this year,” he said.

The total BEAM arrears are projected to reach ZiG2.7 billion by year-end and Prof Ncube noted that the remaining balance will be settled subject to fiscal space and resource availability.

In a significant move aimed at avoiding future delays, Prof Ncube said his Ministry is strengthening budgetary allocations to BEAM by ringfencing funds, an approach intended to reduce reliance on irregular Treasury releases and provide greater stability for schools.

“The monthly disbursements will continue at the elevated level of ZiG400 million beyond December 2025. The Ministry remains committed to ensuring that no child is denied education due to financial constraints,” he said.

The announcement comes as schools across Zimbabwe face mounting operational challenges due to delayed BEAM payments, with some institutions reportedly struggling to cover basic costs such as teaching materials and utilities.
