Harare,  (New Ziana) – The Government has reaffirmed its commitment to the empowerment, dignity, and inclusion in mainstream economic and social activities of people living with disabilities as it continues to strengthen systems that ensure equal opportunities for all Zimbabweans.

On 21 November 2025, the Persons with Disabilities Act was gazetted, and it is expected to focus on the rights, lived realities and aspirations of persons with disabilities.

In a statement, the Minister of Public Service, Labour and Social Welfare Edgar Moyo said the Ministry’s Department of Disability Affairs is facilitating and implementing the National Disability Policy, promoting and protecting the rights of persons with disabilities and mainstreaming disability in all Government programmes.

“The Ministry has implemented various programmes to support persons with disabilities, including administering the Revolving Loans and Grants, Disability Vocational Training Fees, Vocational Training Centres, provision of assistive devices, Institutional Grants and State Service Disablement Benefits. These initiatives have enabled thousands of persons with disabilities to access education, employment and economic opportunities,” Moyo said.

He added that doors were open for civil society, legislators and community leaders to continue engaging in constructive dialogue and collaboration to build an inclusive Zimbabwe where persons with disabilities are empowered to live with dignity, independence and equal opportunity.

“The Ministry of Public Service, Labour and Social Welfare is partnering with development partners and the corporate sector to ensure that no one is left behind. Persons with disabilities in need of assistance are encouraged to visit their nearest social welfare office. Support is available at any of the 86 district and community offices located across the country,” he added.
