CHINHOYI – The second phase of the Judicial Services Commission (JSC) digitilisation
programme commenced well without glitches, an official from the Commission has said.
The second phase aims to digitalise the Labour and Administrative courts. This came after the
integrated case management system of Constitutional Court, Supreme Court and the Commercial
Court Division of the High Court, which was launched in the 2022.
In a Telephone interview JSC Head of Corporate Services, Daniel Nemukuyu, said the system
started well and 84 court users have registered with the Integrated Electronic Case Management
System IECMS.
“The digitilisation of the Labour Court and Administrative Court commenced well today without
any glitches. The court staff had a day assisting court users to register with the Integrated
Electronic Case Management System.
“At the Labour Court in Harare, we assisted 84 court users to register with the system. We
received five new court cases electronically and we also received 33 requests that we dealt with
in terms of the new system.
“The implementation of the second phase of IECMS was a success and our technical team will
be operating from the Labour Court and Administrative Court for some days to ensure all people
are assisted. We will continue to monitor the progress at the two courts” said Nemukuyu.
Judge President of the High Court of Zimbabwe, Justice Mary Zimba-Dube, on the occasion of
the official opening of the 2023 legal held at Chinhoyi High Court last month said in order to
enhance the competence of judicial officers and provision of quality service, the JSC in the past
established and implemented the efficient programmes of organizing and managing the training
of judicial and non-judicial members of the JSC, thereby equipping them to carry out their
mandates.
In a bid to promote competency and provide access to justice and quality service to the public,
the JSC introduced the integrated case management system in the courts in 2022.
The thrust is in line with developments in other jurisdictions, digitilisation of the courts enhance
transparency, accountability, effectiveness, efficiency, accessibility of justice and aids in the
fight against corruption, among other advantages.
All stake holders are required to co-operate and positively contribute to the success of the
project. Since the beginning of the 2023 legal year JSC had been posting digital material
counting down to February 1, advising stake holders of the date when their phase two
digitilisation programme will commence and how it works.
