Masvingo Council repossesses NSSA stands

Masvingo (Masvingo Star-New Ziana) – The Masvingo City Council has resolved to repossess two stands the local authority had allocated to the National Social Security Authority (NSSA) due to non-development of the property.

According to the recent minutes of the Finance and General Purposes Committee, the council resolved that stands 385 and 386 measuring 2230 square metres located in the Central Business District along Robert Mugabe Way that were allocated to NSSA, and the agreement of sale signed on November 27, 2013, be repossessed.

It emerged from the minutes that clause 1 of the Agreement of Sale stipulated that the property should be developed within a period of six years from October 1, 2013 to September 30, 2019 but this had not been done.

The Acting Chamber Secretary, Vitalis Shonhai told the committee that NSSA was currently leasing out the stands to MPS Parking for use as a car park and council had granted a permit to MPS which expired on 30 September.

Council management had been communicating with NSSA on the need to develop the stand, and had also been invited for meetings to discuss the issue, but NSSA had failed to rectify the position.

Shonhai advised the committee that the management was recommending that the stands be repossessed in terms of Clause 15 of the Agreement of Sale.

The stands were sold for US$168 692.50 and according to Clause 15 the Buyer is entitled to a refund of the purchase price less 10 percent administration or handling fees. The committee then recommended that the Chamber Secretary repossess the stands in terms of Clause 15.

Full council approved the recommendation.
