Minister Ncube calls for unity

GWERU — Midlands Provincial Affairs and Devolution Minister, Owen “Mudha” Ncube has called for
unity so as to develop all districts in the province.
Speaking during his inaugural meeting with provincial heads of government ministries and
departments, Minister Ncube emphasised on teamwork so that there are no obstacles to the
development agenda.
Minister Ncube, who is making his second stint as Minister for Provincial Affairs and Devolution for
Midlands, said an empowered and prosperous upper middle-income society by 2030 as envisioned
by President Emmerson Mnangagwa is achievable through complementary collective efforts and
unity of purpose.
“Nothing will stop us from completing all pending projects as well as embarking on new ones,” he
said.
The minister said values of humble servant leadership, hard honest work, commitment, resilience
and patriotism were all vital to propel and consolidate the national development trajectory.
He said government values civil servants as they are strategic in stimulating economic development
especially their potential to play a major role in contributing to provincial development, growing the
economy, creating employment and improving people's lives.
“Let us take advantage of the Second Republic’s achievements in modern infrastructure, power
generation and skills development to drive inclusive participation by women, youths and vulnerable
communities as provided under the mantra of leaving no one and no place behind.
“These and other projects running under the National Development Strategy will assist the country
to achieve an upper middle-income economy by 2030. We must also work towards restoring world
class service in our local authorities,” he said.
Minister Ncube said civil servants should be guided by the need for equitable distribution of
resources and deliberate efforts to improve the livelihoods of marginalised rural communities
without neglecting urban areas.
“Our development interventions should never be self-serving but beneficial to build the Midlands we
want,” he said.
He urged economic ministries and departments to accelerate the growth of the provincial Gross
Domestic Product, facilitate job creation and promote macro-economic stability.
The Midlands province, he said, should improve its brand as the preferred destination for tourism,
trade and investment.
Midlands Province permanent secretary Abiot Maronge, who was represented, said the minister was
coming to the province as a leader who would assist civil servants drive the President’s development
agenda.

“He is coming in as a link between government and the party (Zanu PF), province and national and as
a representative of the President in the province,” Maronge said.
He said the heads of ministries would give the minister unqualified support by updating him of
everything that happens in their areas of operation.
Public Service Commission provincial head Andrew Chimanyiwa said Minister Ncube is a selfless,
candid, listening and diligent member of the province who will leave no stone unturned in
championing development.
