President Mnangagwa commissions e-Cabinet system

Harare, (New Ziana) – President Emmerson Mnangagwa on Tuesday commissioned the e-Cabinet system which is expected to enhance efficiency in decision making and implementation of key government decisions to improve service delivery.

Implementation of the project started 15 years ago but had been hampered by lack of resources.

The project, which is in its first phase, is a public/private partnership involving the Office of the President and Cabinet, government internet service provider, GSIP and private sector firm, Twenty Third Century System.

Cabinet ministers will get high end laptops for use while the cabinet
room has been installed with state of the art technology.

President Mnangagwa said the long awaited e-Cabinet system will see the cabinet secretariat carrying out paperless administrative and secretarial functions.

“Through the system, members of Cabinet will now be able to conduct all their work within the Cabinet room on an electronic platform that should expedite decision making, information analysis, and execution of action plans,” he said, commissioning the system ahead of the inaugural Cabinet sitting for 2020.

“The e-Cabinet system will result in a robust database which facilitates easy access to stored records of Cabinet.”

Phase two of the project is expected to be completed before the end of the second quarter of this year.

President Mnangagwa said his government will continue to push for the use of science and technology to improve public administration as part of Vision 2030 of attaining upper middle income economy status.

“In the Second Republic, we are determined to reform administration and governance of the entire public sector,” President Mnangagwa said.

“Our goal is to accelerate the modernisation of all operational systems through the development and deployment of appropriate information communication technology designs and solutions.”

He directed all government ministries and departments to accelerate projects linked to the establishment of a central National Data Centre
for easy access to government data.

Chief Secretary to the President and Cabinet, Misheck Sibanda said lack of financial and material support had hampered implementation of the e-Cabinet project which began as far back as 2005.

“These systems will ensure that we create a modern government which uses technology to ensure greater efficiency and service delivery to the public,” he said.
