Harare, (New Ziana) –The Zimbabwe government on Tuesday approved the the Public Procurement and Disposal of Public Assets Amendment Bill, whose key provision is the restriction of employees and their relatives from participating in the purchase of disposed property, a Cabinet Minister has said.

The Parliament of Zimbabwe enacted the Public Procurement and Disposal of Public Assets Act to provide for the control and regulation of public procurement and the disposal of public assets to ensure that such procurement and disposal is effected in a manner that is transparent, fair, honest, cost effective and competitive.

It was also meant to establish the Procurement Regulatory Authority of Zimbabwe and provide for its functions, amend the Infrastructure Development Bank of Zimbabwe Act and repeal the Procurement Act.

Information, Publicity and Broadcasting Services Minister, Dr Jenfan Muswere told the media after Tuesday’s Cabinet meeting in Harare that the government had approved the Public Procurement and Disposal of Public Assets Amendment Bill 2025.

The approval came after a presentation to the Cabinet by the chairperson of the Cabinet Committee on Legislation who is also the Minister of Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi.

“The Public Procurement and Disposal of Public Assets Amendment Bill seeks to fortify the existing Public Procurement and Disposal of Public Assets Act [Chapter 22:23] by addressing gaps and challenges that hinder its alignment with the Constitution of Zimbabwe,” he said.

“Among other key amendments, the Bill introduces the restriction of employees and their relatives from participating in the procurement of disposed assets, thereby preventing potential conflicts of interest and undue influence.

This move aims to promote transparency, fairness, and accountability in public procurement processes for ease of doing business while facilitating the country’s road to rapid industrialisation in pursuit of Vision 2030.”

Dr Muswere said the Amendment generally ensures better management in the procurement and disposal of public assets.
