Harare, (New Ziana) —President Emmerson Mnangagwa on Thursday appointed businessman, Kudakwashe Tagwirei Minister of Economic Development and Investment Promotion.

The ministerial portfolio has been heaved off from the Ministry of Finance, which now becomes a stand-alone entity headed by incumbent, Prof. Mthuli Ncube.

The two portfolios were previously combined as one big Ministry of Finance, Economic Development and Investment Promotion.

The changes, with immediate effect, were announced by Chief Secretary to the President and Cabinet Dr Martin Rushwaya.

On Tagwirei’s appointment, Dr Rushwaya said:

“In terms of Section 104, Subsection (1) of the Constitution of Zimbabwe, His Excellency the President, Cde Dr Emmerson Dambudzo Mnangagwa has appointed Kudakwashe Tagwirei as Minister of Economic Development and Investment Promotion. The appointment is with immediate effect.”

On Professor Ncube, Dr Rushwaya said:

“In terms of Section 104, Subsection (1) of the Constitution of Zimbabwe, His Excellency the President, Dr. Emmerson Dambudzo Mnangagwa has re-assigned Hon Professor Mthuli Ncube as Minister of Finance.”

“The re-assignment is with immediate effect.”

Under the new structure, Professor Ncube will now head the streamlined Ministry of Finance responsible for fiscal policy, budgeting and treasury, while Tagwirei will head the Ministry of Economic Development and Investment Promotion, which is expected to focus on economic planning, domestic resource mobilisation and driving foreign and domestic direct investment under NDS2.

Tagwirei entered Parliament just over a month ago as one of the ten new Senators appointed by President Mnangagwa in conformity with the Constitution of Zimbabwe Amendment (No.3) Act, which increased the size of the Senate from 80 to 90 members.

In a related appointment, President Mnangagwa also appointed a new permanent secretary for Skills Audit and Development.

Dr Rushwaya said: “In terms of Section 205 Subsection (1) of the Constitution of Zimbabwe, His Excellency the President, Dr Emmerson Dambudzo Mnangagwa has appointed Dr Egepha Victoria Jokomo as Permanent Secretary for Skills Audit and Development with effect from 01 November 2026.”

The Skills Audit portfolio was created to coordinate the national skills audit and align human capital development with the country’s economic transformation agenda.
