    ZACC backs Whistleblowers and Witness Protection Bill

    Harare, (New Ziana) – The Zimbabwe Anti-Corruption Commission (ZACC) says it is ready to provide technical input to the Whistleblowers and Witness Protection Bill, following its recent approval by Cabinet.

    Apart from creating a department that protects witnesses within the National Prosecuting Authority of Zimbabwe (NPAZ), the Bill will provide a framework within which whistleblowers can disclose information regarding conduct inimical to the public interest without the whistleblower suffering any threat or harm.

    It further provides for the establishment of a Witness Protection Unit within the National Prosecuting Authority as well as a Witness Protection Appeal Tribunal.

    In an interview with New Ziana, ZACC spokesperson Kindness Paradza said the victimisation of whistleblowers and witnesses necessitates legislative reforms that guarantee their protection.

    “We welcome the Cabinet’s approval of the Whistleblowers and Witness Protection Bill. As a Commission, we have consistently advocated for a comprehensive legal framework to protect whistleblowers and witnesses, as this remains a critical missing link in strengthening the national anti-corruption architecture.

    “It is important to note that, in terms of our constitutional framework, the development and enactment of legislation is the prerogative of the Legislature. Following Cabinet approval, the Bill now proceeds through the established parliamentary processes, which include tabling before Parliament and subsequent consideration by the relevant Portfolio Committee.

    “ZACC, as a law-enforcement institution, stands ready to provide technical input during these stages, but the Ministry of Justice, Legal and Parliamentary Affairs is the competent authority to advise on the legislative timetable and next steps,” Paradza said.

    He added that ZACC looked forward to Parliament completing its processes so that this vital piece of legislation can be enacted and operationalised to enhance the fight against corruption.

    The enactment of legislation that protects whistleblowers will be prioritised under the National Development Strategy 2 (NDS 2), as it will be key to promoting transparency, accountability, and good governance through encouraging individuals to report corruption, fraud, and other unethical or illegal activities without fear of retaliation.
