THE Smart Zimbabwe Master Plan, which incorporates digital capacitation of all citizens and
students is one of the blueprints set to drive the macro-economic landscape in the country.
Information Communication Technology Postal and Courier Services Minister, Dr Jenfan
Muswere, speaking during the official launch of the 12 Information and Communication
Technology (ICT) laboratories in the province at Mushandike High School, said the initiative
would ensure that there was digital power to utilise skills for development.
“Under the POTRAZ (Postal, and Telecommunications Regulatory Authority of Zimbabwe)
Universal Services Fund programme, the Smart Zimbabwe Master Plan is one of the key
blueprints that is going to transform the macro-economic landscapes of this country and for
Mushandike area, which is an agricultural area where people also participate in irrigation
schemes under the Pfumvudza programme and agricultural projects under various
Government projects and also various other mining activities in Masvingo Province,” said the
    Minister.
The agricultural sector is one key pillar for economic development, Minister Muswere, said
adding that the smart agriculture pillar should be utilised for land management, inputs
    distribution and the livestock management.
“Today we have concluded part of the first phase of the National E-learning Strategy, which
under the Smart Zimbabwe Master Plan includes digital capacitation of citizens of
Zimbabwe, digital capacitation in terms of ensuring that all learners, students and pupils now
have the digital power to utilise ICT for research and developmental purposes. ICT is now the
common denominator; it is the electricity of the 21st century.
“ICT is the new oil and under the directive by the President E.D. Mnangagwa that the smart
agriculture pillar should be utilised for land information management system development,
for crop management, cattle management and other poultry schemes should now be co-
ordinated through the utilisation of ICT. The distribution of inputs should also have a fusion
in utilisation of ICT,” he said
