MWENEZI Rural District Council has proposed to review 36 by-laws which are meant to
help it effectively regulate economic, social and moral activities in its area of jurisdiction.
The by-laws, which include the control of worship in open spaces, cemetery, anti-litter,
protection of land use and natural resources, are set to protect both the natural and built-up
environment.
The by-laws also seek to protect the residents from infectious diseases carried by humans and
animals and for the promotion of orderly use of wheeled motor vehicles, cycles and other
vehicles.
Mwenezi RDC Chief Executive Officer, Albert Chivanga, said that the local authority sought
to come up with a total of 102 by laws as specified by the Rural District Act.
“As a local authority, we are the government which is on the ground, so we must make sure
that we are instituting laws to control the behaviour of humanity on each situation like that of
worship on open spaces. Some would go and worship at an open space without toilets and
then cause a lot of diseases.
“So, we have to control that. We have to make sure that open space that has been applied for
is usable and if we talk of cemetery by-law, is that cemetery a commissioned cemetery. A
commissioned cemetery must have a plan and not for people to just go and bury.”
He said that the local authority wanted to ensure that the laws and regulations were followed
in any social, economic and moral activities that were to be carried out in the district.
