Midlands Endorses Constitutional Amendment No. 3 Bill

The ZANU-PF Midlands provincial leadership has voiced strong support for Constitutional Amendment No. 3 Bill, which introduces comprehensive reforms to strengthen constitutional institutions and promote democracy.

In a statement, Midlands Minister of State for Provincial Affairs and Devolution, Owen Ncube, affirmed the province’s support for Constitutional Amendment No. 3 Bill of 2026, recently gazetted by the government.

“… despite regrouping of enemies of progress in their predictable formations, the Midlands Province fully supports Constitutional Amendment Bill number 3 to operationalize attainment of Vision 2030 under the wise and pragmatic stewardship of His Excellency, the President of the Republic of Zimbabwe, Cde Dr E. D. Mnangagwa, among a series of legal reforms as duly gazetted on 16 February 2026,” he said.

“Pursuant to this endeavour, the entire progressive and patriotic Midlands community, including the church fraternity, youths, women, students, and affiliates, remain steadfast, resolute, and unwavering in full support of the leadership of His Excellency, the President, Cde Dr E. D. Mnangagwa, and the Bill as it enters its public consultations stage.”

Key proposals include extending presidential and parliamentary terms from five to seven years, empowering Parliament to elect the President, increasing the number of presidentially appointed senators by 10 to a total of 90, and establishing the Zimbabwe Electoral Delimitation Commission to oversee constituency boundaries.

Some residents believe extending the President’s term until 2030 would help maintain the current pace of development.

“I fully support the election of the President through a parliamentary system. Frequent elections disrupt the country’s development. Zimbabweans should support this initiative,” said Sekuru Alva Moyo of Mkoba, Gweru.
