Goromonzi district avails devolution programs

Goromonzi (New Ziana) – Goromonzi Rural District Council in Mashonaland East Province says it has so far utilised ZW$8 million in devolution funds for various infrastructure projects and the purchase of critical machinery.

On Tuesday, Mashonaland East Minister of State for Provincial Affairs and Devolution Aplonia Munzverengwi commissioned classroom blocks at Belmont Primary school, a new wing at Chinyika Clinic as well as machinery bought by the council using devolution funds.

Munzverengwi said investment in social services was crucial towards the attainment of vision 2030.

She said the investments in healthcare and education in the district would also come in handy for residents of nearby districts.

The government has identified devolution as a key pillar to achieving an upper middle income economy status by 2030.

Under devolution, which is provided for in the constitution of Zimbabwe, citizens are involved in setting the development agenda in their communities.

Section 301 (3) of the Constitutions states that; “not less than five percent of the national revenue raised in any financial year must be allocated to the provinces and local authorities as their share in that year.”

In fulfilment of the Constitutional provision, government started disbursing devolution funds in 2019.

In the 2021 national budget, devolution was allocated ZW$19.5 billion.
