Legislator draws strategic plan

GWERU – Recently elected Member of Parliament for Gweru Urban Josiah Makombe drew a
strategic plan with other stakeholders in the constituency that will guide operations during his five-
year term.
Makombe said the strategic plan has both short-term and long-term goals that will be pursued
during the next five years.
“The strategic plan is not fixed, instead it will be revisited and be adjusted periodically based on
visions that will evolve, objectives, needs and availability of more resources,” he said.
Makombe said the major goal would be on improvement on service delivery, development of social
welfare programmes as per the stakeholders’ priority list.
Mkoba North MP John Kuka who attended the strategic plan said Makombe would be able to get
views from the whole constituency as he had been able to get representatives from all wards.
“The representatives will highlight what they wish to be done in terms of developing their areas.
“This is a very important process which I also wish to do in my constituency so that I get people’s
views which will help to develop the constituency,” said Kuka.
Gweru senator Sesil Zvidzai said the wisdom of gathering people is to pick ideas from the whole
spectrum of the Gweru community which highlight the feelings Gweru residents.
“It is so exciting and I appreciate that is has been methodically done and on the other hand people
here present are living in the reality of Gweru urban, its social welfare and its economy and I am sure
that it is going to be in support of everyone because it is a very good start,” said Sen Zvidzai.
With the theme, “A well-developed Gweru urban constituency where service delivery is par-
excellence for everyone”, the meeting was attended by representatives from different sectors which
included vendors, councillors, people with disabilities, civic society and others.
On service delivery goals, the key areas identified include water reticulation, refuse collection, sewer
augmentation, roads resurfacing and drainage clearance.
On development key areas were establishment of primary schools, vendors mart, solar system
boreholes, and recreational facilities.
Social welfare stakeholders identified key issues as senior citizens’ welfare, free healthcare services
to the elderly and people with disabilities.
Makombe said he would lobby other parliamentarians to fight for the increase of the Constituency
Development Fund which is used by MPs to do projects in their constituencies.
