HARARE — Police have arrested a car dealer in connection with the death of 39-year-old Malcom Muzawazi, who was fatally attacked by four dogs in Southerton, Harare, last Thursday.
In a statement issued on September 29, the Zimbabwe Republic Police (ZRP) confirmed the arrest of Scorpion Empire Car Sale owner Gilbert Rumbwere (44), who had reportedly been on the run following the fatal attack.
“The police confirm the arrest of Scorpion Empire Car Sale owner Gilbert Rumbwere (44), who was on the run, in connection with the death of Malcom Muzawazi,” said national police spokesperson Commissioner Paul Nyathi.
Muzawazi was attacked by four dogs on September 24 along a footpath near a car dealership in Southerton.
The incident has prompted police to reiterate that dog owners are responsible for ensuring their animals are properly secured and controlled to protect members of the public.
“All dog owners should exercise responsibility and ensure their dogs are properly secured and controlled at all times to prevent attacks on members of the public,” Comm Nyathi said.
Police warned dog owners against allowing their animals to roam freely in residential areas and public spaces.
“No dog should be left to roam the streets or suburbs without an owner in sight or without being on a leash,” he said.
Dog owners have also been reminded to observe all relevant laws, regulations, and local authority by-laws governing the keeping and control of dogs.
Comm Nyathi said owners must ensure their dogs are properly confined within their premises and do not roam unchecked in public places, “thereby endangering people’s lives and safety.”
Authorities also appealed to members of the public to report stray, aggressive, or uncontrolled dogs before they pose a danger to others.
He said such cases can be reported to the National Society for the Prevention of Cruelty to Animals (NSPCA), relevant local authorities, or the nearest police station.

The arrest of Rumbwere marks the latest development in the investigation into the circumstances surrounding Muzawazi’s death, as police continue to address the issue of uncontrolled dogs and public safety.
