Harare (New Ziana) -President Emmerson Mnangagwa has recalled the National Assembly from its recess to an extraordinary sitting on Tuesday to consider amendments that the Senate made to the Constitutional Amendment Number 3 Bill (CAB3).

The National Assembly had on Friday last week adjourned to July 7 after passing the CAB3 by 216 votes in favour and 42 against, surpassing the Constitutional two-thirds majority threshold (which requires at least 187 votes out of the 280 legislators) required to amend the Constitution.

“The Clerk of Parliament wishes to advise Members of the National Assembly that in terms section 110 (2) (c) of the Constitution of Zimbabwe  His Excellency, the President, Dr E.D. Mnangagwa, has summoned the National Assembly to sit on Tuesday 30th June  2026 at 1415 hours to consider the amendments to Constitution of Zimbabwe Amendment (No. 3) Bill (H.B 1B, 2026) that was passed by the Senate.  All Members of the National Assembly are, therefore,  summoned to attend the extraordinary sitting of the National Assembly at Parliament on Tuesday, 30th June, 2026, at 1415 hours,” said Clerk of Parliament Kennedy Chokuda in a notice.

After its passage in the National Assembly, the Bill was transmitted to the Senate, which also debated it extensively before unanimously passing it with six amendments on Wednesday, with 65 votes in favour and 4 against.

In terms of the Constitution of Zimbabwe and the Joint Rules and Orders of Parliament (often referred to as the Standing Orders), a Bill should be returned to the National Assembly once the Senate has made some amendments to it.

Because a Bill must be passed by both Houses in the exact same form to become law, any amendments made by the Senate mean the Bill must return to the National Assembly for the lower house to debate and approve the Senate’s changes.
