Harare, (New Ziana) – The government on Wednesday officially launched the Zimbabwe Global Skills Partnership Program (ZGSPP) and its digital hub, a central coordination and governance platform designed to streamline and modernize the jobs placement system.

Cabinet approved the ZGSPP on 30 September 2025, mandating the Ministry of Skills Audit and Development to identify, coordinate, develop, and deploy Zimbabwe’s human capital through structured and regulated international labour migration frameworks aimed at maximising national benefit.

The program’s digital hub operationalises the mandate by managing skills identification, placement, monitoring, and protection of Zimbabwean workers deployed abroad, while ensuring that each placement contributes meaningfully to strengthening domestic skills capacity and national development.

Skills Audit and Development Minister Jenfan Muswere said the launch marked a decisive shift from policy approval to disciplined implementation, in line with the National Development Strategy 2 (NDS 2) and the broader vision of becoming an upper middle-income society by 2030.

“It is important for us to have a proper structure that can be used as a platform to mobilize the skills of those who are currently working for the Government or in the private sector. This strategic framework places Zimbabwe’s skilled workers in international labour markets where they can be employed and gain experience before returning to apply the acquired skills back home.

“This program also protects Zimbabwean talent deployed abroad through governance and monitoring. There is an economic dividend in the sense that they will remit their earnings and transfer skills, contributing to Vision 2030 and economic growth,” he said.

Speaking at the same occasion, Ministry permanent secretary Rudo Chitiga said the program was designed to transform the way Zimbabweans access work opportunities abroad, while strengthening inter-Ministerial coordination and oversight.

“The ZGSPP is not a departmental project but a whole-of-government initiative, with representation from Ministries that include Public Service, Labour and Social Work; Higher and Tertiary Education; Foreign Affairs and International Trade; Home Affairs, as well as multiple national training and certification bodies. The digital hub is a centralised, government-sanctioned online platform through which Zimbabweans can register their skills and qualifications, be verified, and be matched with legitimate employers in overseas markets,” she said.

“It serves as the national online platform for Zimbabweans seeking to find work abroad safely and legally as well as for employers seeking verified Zimbabwean talent to connect in a centralised location where the entire life cycle takes place,” she added.
