    ZIMRA Commended for Surpassing 2024 Revenue Targets

    Harare, (New Ziana) – The Zimbabwe Revenue Authority (ZIMRA) has been applauded by a cabinet minister for surpassing its revenue targets for 2024, posting a 4.51 percent increase above projections.

    Addressing stakeholders at ZIMRA’s 2025 Annual General Meeting held in the capital on Monday, Finance and Economic Development Minister Professor Mthuli Ncube, in a speech read on his behalf by the ministry’s finance director Kuda Zata, praised the authority’s performance, saying it underscores strong institutional discipline and efficient revenue administration.

    “Equally worth noting is ZIMRA’s performance in surpassing its revenue targets, recording a net collection of ZWG110.5 billion, an impressive 4.51 percent above target. This performance reflects the unwavering dedication of ZIMRA’s management and staff to safeguard the financial foundation of our country,” said Professor Ncube.

    He noted that ZIMRA’s achievements were not only financial but also institutional, commending the authority for its transparency and commitment to good governance through timely publication of audited financial statements — a practice he urged other public institutions to emulate.

    “This practice of public accountability, exemplified by a consistent release of audited financials, demonstrates ZIMRA’s dedication to good governance and integrity — an expectation we hold for all public institutions tasked with managing public resources,” the minister said.

    Professor Ncube also lauded the successful rollout of the Tax and Revenue Management System (TRMS), a digital innovation introduced by ZIMRA to modernise service delivery, streamline trade processes, and enhance efficiency in revenue collection.

    “The TRMS is redefining service delivery, streamlining trade interactions, and advancing the country’s vision of a modern, technology-driven revenue authority,” he noted.

    Despite the progress, the minister cautioned against persistent challenges such as tax evasion, low compliance in the informal sector, and over-reliance on key sectors like mining and agriculture — vulnerabilities that he said could undermine future revenue growth.

    He also pointed to broader macroeconomic pressures, including currency volatility and external shocks, as stress points for the country’s revenue systems, calling for continued innovation and resilience in fiscal management.

    Looking ahead, Professor Ncube reaffirmed the Government’s commitment to ZIMRA’s strategic goals, especially its 2025 initiative aimed at widening the tax base through the registration of new taxpayers.

    “The ministry remains firmly aligned with ZIMRA’s strategic objectives. The 2025 initiative to broaden the tax base is both timely and essential for sustainable national development,” he said.

    ZIMRA’s performance in 2024 has positioned the authority as a model for revenue administration and public financial management, reinforcing the critical role of efficient tax systems in driving national development.
