Harare, (New Ziana) – The Harare City Council has intensified efforts to bring order in the capital through an ongoing Operation CBD Order Restoration, resulting in the closure of over 2,200 businesses found operating outside municipal regulations.

The initiative, which began in July, is aimed at ensuring full compliance with the city’s by-laws and regulations governing businesses, buildings, and infrastructure within the CBD. In a statement on Friday, council said the operation covers all buildings, shops, and offices in the CBD and is expected to conclude at the end of the month with city officials visiting every building to enforce compliance with by-laws.

“The City of Harare continues to urge business people and building owners in the CBD to immediately regularise their operations to ensure total compliance,” it said. As of 24 September 2025, the council said 2,240 businesses had been closed for operating without proper documentation or in violation of council by-laws.

The city authorities, however, reported progress in some areas, with 3,141 buildings now having approved plans and 4,960 possessing valid fire certification. The council said officials will continue to conduct door-to-door inspections, enforcing regulations on site with business owners who fail to comply facing immediate closure, disconnection of services, or further penalties.

“We are urging all business owners and property managers to immediately regularise their operations by visiting our Rowan Martin offices,” the city council said. City authorities expect the blitz to restore order and enforce safety standards in Harare.
