GWERU – Public Service Commission in the Midlands Province has vowed to play its part in the
Devolution and Decentralisation Agenda in order to achieve an upper middle-income economy by
2030.
Speaking at a meeting graced by heads of line Ministries at Senga Public Service Training Centre in
Gweru recently, Commissioner Ozias Evans Machaya-Hove said they will be embarking on
Devolution and Decentralisation Agenda to achieve an upper middle-income economy by 2030.
Comm. Machaya-Hove said the PSC will work with the Minister of State for Provincial Affairs and
Devolution for Midlands Province Senator Larry Mavima to ensure that the Devolution and
Decentralisation Agenda is achieved.
He said the PSC’s role in the Devolution and Decentralisation Agenda is to approve the right
structures for the ministries, set conditions of service for the staff, capacity development especially
in planning programmes and projects that would have been structured.
PSC, Comm. Machaya-Hove said, they will also monitor evaluation and learning at sub-national level
as the provinces have been given the mandate to manage and coordinate their own projects.
''We need investors to come in through the Minister's office before embarking on their projects,''
said Commissioner Machaya-Hove.
President Mnangagwa appointed the Ministers of State for Provincial Affairs and Devolution to deal
with devolution processes.
''The role of the Minister is to identify resource endowments within the province and to spearhead
social economic developments,'' he said.
Minister of State for Provincial affairs and Devolution in the Midlands Province Senator Larry
Mavima commended PSC for coming up with a critical initiative – a first in the province.
Sen. Mavima said the move made by PSC demonstrates that its leadership is operating in line with
President Mnangagwa's thrust to strengthen engagement at all levels.
He advised commissioners in the Midlands province to fully embrace the Devolution and
Decentralisation Policy.
In keeping with that policy, the province has developed a Provincial Economic Development Plan
(PEDP) through a process that saw thematic committees made up of Government Agencies and
other sectors actively participating,'' said Sen. Mavima.
