Harare, (New Ziana) – The Zimbabwe Revenue Authority (ZIMRA) has urged all taxpayers to review their tax affairs and voluntarily disclose any income that was not declared, as well as other tax obligations that were not complied with during the 2025 year of assessment.
In a public notice, the authority said the opportunity expires on 30 May 2026, and that any non-compliance identified after this date will attract possible penalties.
“This initiative is meant to encourage voluntary compliance and allow taxpayers to regularise their tax affairs without unnecessary disruption to their business operations. It applies to all business or investment categories.
“The opportunity applies to all individuals and businesses that may have outstanding tax obligations or undeclared income, including those operating in the informal sector,” the statement stated.
It clarified that the opportunity has been availed to people who operate businesses but are not registered for tax, those who earn income from online platforms or digital services, non-resident entities earning income from e-commerce activities or digital services consumed or utilised in Zimbabwe, and mineral traders.
Others targeted include citizens receiving rental income from properties, transport operators, crypto asset dealers, people earning income from foreign companies while residing in Zimbabwe, as well as those who have significant assets or developments inconsistent with their tax declarations.
“The Voluntary Disclosure Programme applies to all tax types, including but not limited to Income Tax, Value Added Tax (VAT), Pay As You Earn (PAYE), or Capital Gains Tax (CGT). To regularise tax affairs, submit a fully completed Voluntary Disclosure Form and accompanying detailed schedules, complete any outstanding tax returns, and pay the taxes due or arrange a payment plan with ZIMRA,” the statement added.
The authority said that where a full and truthful disclosure is made, the ZIMRA Commissioner will waive the penalties in full, and the disclosure will not automatically trigger an audit or prosecution.
